Murphy and Falchuk don't go after anything deep...they just want the reflected glow of America's collective nightmares as they peddle their own ambitious, at times affecting, but generally klutzy serialized/recurring bad dream.

At times suffers from dull, dunderheaded, or dead-end plotlines [but]...There's enough here to keep hope alive that Gotham could grow into more of a weekly treat than a fanboy obligation.

Season Three of The Blacklist upped the show's game with slightly more adventurous writing that made the show a more consistent bet from week to week.
